About the Index

The Mississippi Freedom Index scores every state legislator on the votes that move Mississippi toward liberty, free markets and opportunity. For the 2025–26 session we tracked two flagship reforms: School Choice (HB 2), which lets education dollars follow the child, and Repeal Healthcare Red Tape (HB 1622), which rolls back the Certificate of Need laws that block new clinics and hospitals from opening.

A legislator earns credit for each free-market “Yes.” Votes that were missed or left unrecorded count against the score, because showing up is part of the job. Every score is 0%, 50% or 100%. Click any legislator to see how they voted on each bill.

How the score works. Each legislator is scored on their votes on two priority reforms the Mississippi Center for Public Policy tracked this session — School Choice (HB 2) and Repealing Healthcare Red Tape (HB 1622). A “Yes” supports the reform and counts toward the score; a “No,” an absence, or an unrecorded vote counts against it. The score is the share of supporting votes, so it falls at 0%, 50% or 100%. Votes are drawn from the official roll calls of the Mississippi Legislature.
